I just successfully received my wildcard certificate!
Apparently, either the Chinese removed the blocking or Let's Encrypt bypassed the Chinese blocking.

Everything seemed to work, the certificate was signed

It seems the problem is resolved. The .top nameservers have resumed answering our queries.

Were you able to contact the Chinese?
If so, how did they explain it?
Or did it just work by itself?

We didn’t get any replies to our emails to the .top operators. Their servers suddenly started responding to our queries again.
I don’t have a great answer as to what happened.
