My domain is:
djugd.go.ro (actually it’s a free subdomain from my ISP)
I ran this command:
Download SSL Certificate
It produced this output:

Since this is a free subdomain from your ISP, there are almost certainly lots of other people who have similar subdomains and obtained certificates from Let’s Encrypt for them. There is a rate limit for every domain - and that rate limit has been reached for go.ro.

You may be better using a free domain of your own - http://www.freenom.com/ if that works for you.
