As an aside the most likely reason these commands don't work for you is that you probably don't have them in your PATH.
For background info, the most common web server software on Windows is Microsoft IIS, not Apache, so you are making your life a little harder by going with Apache there (PHP setup guides often use Apache for PHP support etc but it's not necessary on Windows it's just easier for them to provide a single set of setup instructions that way).
