Certbot not starting apache2 with webhook

hi,
i’m trying to get the certbot to work properly in my debian install. everything works great with the exception of the post_hook. in the post_hook, i try to start apache2, and in the apache log i am getting the following error:

AH00546: no record of generation 0 of exiting child

when i start apache2 from the command line, i get no such error and it starts without problems.

any idea why the certbot attempt to start apache2 fails and yet from the command line it starts no problem?

Would be helpful if you shared the syntax of the actual hook you are using
