Just a general question - if certbot renew fails (either as a service or manually from the CLI), does that disable the snap.cerbot.renew.service?

Certbot's scheduled renewal task will continue to run approximately every 12 hours, regardless of what happened on previous attempts.

In short: NO
[no need to worry, if that is what prompted your question]
In more words:
You would have to disable the service for the service to be disabled.
Run-time failures won't have such an effect.
Not that certbot is expected to fail; but should it fail (for whatever reason) it has 59 more chances to renew before your cert will expire
