Certbot failed to authenticate some domains

My domain is: epos.haryanafood.gov.in

I ran this command: certbot certonly --manual

It produced this output: Certbot failed to authenticate some domains (authenticator: manual). The Certificate Authority reported these problems:

Hint: The Certificate Authority failed to verify the manually created challenge files. Ensure that you created these in the correct location.

Is this web server accessible from the internet, via HTTP (port 80)?

It needs to be, in order for your request to succeed.

I'm not able to connect to the web server from my computer, which makes me suspect that the network port is closed.
