I realize it's been a while, I completely forgot that I posted here. I'm still having the same problem.

I didn't visit your netstat link. But, I can see your circumstances are very different.
Your DNS is now proxied at Cloudflare. And there is an HTTP 521 error from the Cloudflare CDN Edge and your Origin server.
My guess is you still have the same problem I asked about in that previous thread in that something other than Apache is handling requests. In any case, this is more a comms problem anyway and perhaps the Cloudflare Community would be better.
