As you can see, there is no problem with the first few hops [when you are going to an IP 74.x.x.x].
But there is an immediate problem when you are going to IP 172.65.32.248.
That is a firewall blocking that destination OR a misconfigured router [that is incorrectly routing it inwards].
You can have more "fun" seeing which nets are allowed with:
sudo traceroute -T -p 443 -m 4 171.255.255.255
sudo traceroute -T -p 443 -m 4 172.0.0.0
sudo traceroute -T -p 443 -m 4 172.8.0.0
sudo traceroute -T -p 443 -m 4 172.16.0.0
sudo traceroute -T -p 443 -m 4 172.32.0.0
sudo traceroute -T -p 443 -m 4 172.64.0.0
sudo traceroute -T -p 443 -m 4 172.128.0.0
sudo traceroute -T -p 443 -m 4 172.255.255.255
sudo traceroute -T -p 443 -m 4 173.0.0.1
