About the time for TLS-SNI-01 validation time

I have the message below.
my question is:

1)Is it people cannot access HTTPS on February 13th??? or it just cannot be renew the certification??

  1. stop working temporarily on February 13th, 2019. Which TIME ZONE & TIME it is and is it for whole day?

TLS-SNI-01 validation is reaching end-of-life. It will stop working
temporarily on February 13th, 2019, and permanently on March 13th, 2019.
Any certificates issued before then will continue to work for 90 days
after their issuance date.

It's just renewal. People will still be able to access your sites on February 13th.

Approximately morning PST. You can watch https://letsencrypt.status.io/ for detailed announcements. It will stay disabled for one week, and be re-enabled on February 20.
